PROGRAMMER ANALYST

Description
A Programmer Analyst does technically difficult programming and application or software support; analyzes existing systems and procedures; determines the feasibility of data processing applications; designs and participates in the implementation of systems of computer programs; and may act as a lead analyst or project leader in supervising technical employees who are performing such work.


Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.

Requirements
1. A bachelor's degree from a recognized four-year college or university with completion of 24 semester or 36 quarter units in either information systems, computer engineering, or computer science; and two years of full-time paid experience in either (1) the analysis, design, development, testing, and implementation of software applications; or (2) analysis and resolution of problems in data communication networks, including mainframe, Wide Area Network (WAN), and Local Area Network (LAN) of at least 600 nodes using hardware and software development tools; or

2. Two years of full-time paid experience as an Applications Programmer with the City of Los Angeles; or

3. Completion of the City of Los Angeles Computer Professional Internship Program (Certificate of Completion must be mailed or hand delivered within ten days of filing the City application to: Personnel Department, Applicant Services, Room 100, 700 East Temple Street, Los Angeles, CA 90012. Be sure that your name, social security number and "Programmer Analyst" are on the copy of the certificate).

4 Each applicant must complete and submit both a City application form and a Supplemental Information Form for Programmer Analyst.


NOTES:

1. Additional full-time paid programming analyst experience as described above may be substituted on a year for year basis for required bachelor's degree noted in Requirement No. 1. One academic year is equivalent to 30 semester or 45 quarter units.

2. Experience working in one or more of the following areas is highly preferred:

a. Internet and/or Client/Server Applications utilizing programs such as Microsoft Visual Basic, .NET Framework, (C# or VB.NET) ASP.Net, PeopleSoft, PeopleTools, Cold Fusion, Java, JavaScript, and HTML along with Sybase, Power Builder, C/C++, UDB, Macromedia Development Suite, PL SQL for Oracle, or Transact SQL for SQL Server with Oracle or SQL Server as a backend
b. Web services implementation, SOAP and different Remote Procedure Call technologies such as .NET Remoting, CORBA, DCOM or JAVA RMI
c. GIS Programming (Autodesk or ESRI)
d. Object-Oriented Design concepts and Object-Oriented Design patterns
e. Web servers such as IIS and Apache
f. Core Computer Programming concepts such as data structures and algorithm design
g. Relational Database Design concepts such a normalization and entity-relationship diagramming


3. If you did not receive a degree in information systems, computer engineering, or computer science, you will need to list required course information, including the course title, the number of units (semester or quarter), date completed, and the name of the school, on your online application at the time of filing. General education courses and elective units taken outside of the specified major/areas need not be listed. We recommend that you have your course work information with you before you go online to file your application.

4. Candidates applications and supplements which clearly indicate they do not meet the above requirements or are incomplete will not be accepted. An expert review committee may evaluate applications and supplements to determine if candidates meet these requirements. Candidates may be disqualified at any time if it is determined that they do not possess the minimum qualifications.



SELECTIVE CERTIFICATION


In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training in one or more of the following areas. Only persons possessing the following at the time of filing may be considered for appointment to fill such positions.


1. Two years of full-time paid experience installing or maintaining mainframe application systems written in COBOL/CIS and COBOL batch accessing sequential files, VSAM files, and/or databases on mainframe computers running operating systems such as IBM/MVS, OS/390, VM and VSE/ESA

2. Two years of full-time paid experience in mainframe job control language (JCL)

3. Certification as a Microsoft Certified Applications Developer, Microsoft Certified Solutions Developer, or Microsoft Certified Programmer

4. Certification as an Oracle Application Developer

5. Certification as a SAP Solution Consultant or SAP Development Consultant

6. Experience working with PowerBuilder software

NOTE:

You will need to have Internet Explorer version 5.5 or above and Acrobat Reader 6.0 or better.

This examination may close without prior notice at any time after a sufficient number of applications have been received. For administrative purposes, filing may close periodically and reopen the following work day.


Note:

At that time, you must follow the prompts and save the Supplemental Information Form to a hard drive or floppy diskette. You may complete the Supplemental Information Form during that initial session or you may access the document that you saved and complete it later.

You must complete both a regular City application and a Programmer Analyst Supplemental Information Form to be considered in this examination. You cannot be considered for this examination until your application materials are complete.

Candidates may take this examination once every 180 days. A candidate's name may be removed from the open eligible list after six months.
